If you wish your phone to be ex-directory then you need to contact your telephone provider and ask them to make it so. If you want to find ex-directory numbers belonging to someone else then you can't legally do so.

You can ask the person for the number, that's not illegal.

You cannot do it except by asking them, as above.
In fact you cannot get ANYONE'S number without knowing their name - even if you know their address. It's called privacy, chitters.
Selling our private details to cold-calling or junk-mail pests is very big business. Where do they get the details to sell? Most simply tell them via questionnaires, competitions etc. I suppose ex-directory people do not get cold calls or junk mail.
