It seems to be something to the hull and can be redone from time to time, but what is it all about?

anti fouling is a paint with an algicide and seaweedicide in it. You paint it on the bottom of your boay and it stops algae and sea weed fastening itself onto your boat, slowing it down and messing up your boat. The effect doesn't last forever so it need re doing.
And barnacles but it is very, very poisenous and is probably banned in New Zealand!  Be careful where (geographically) you use it.
