Shower fuses

I have recently had a more powerful 9.5kw shower installed by my landlord who assures me this is safe to run from a 30amp fuse (even though it keeps blowing). To fix the problem he suggested putting a 40amp fuse in place of the 30amp fuse, is this safe as the consumer unit does specify what size fuses can go in each socket and 30amp is the largest there is on this unit.
