Working without National Insurance Number for a short time

Is it possible to work in the UK while waiting for a National Insurance Number to be issued.
My wife is not a UK citizen, but has the right to work in the UK. She will spend a month in England soon while she waits for her new Albanian visa. She is keen to work, but has been told she can't apply for a NI number until she is in the UK and it will take 3-6 weeks for it to arrive. She doesn't want to twiddle her thumbs for the entire time she is there.
Also hypotheticaly, as an alternative, what are the risks involved in her using mine?
