Old silver basket with no hallmark

Hi - I have an old silver sugar basket with glass liner. It looks like silver but it has no hallmark or any other markings. I have heard that if the metal warms up in your hand (which it does) then it is likely to be silver, but I thought all silver carried marks of some discription? Thanks for any advice.

Pewter maybe?
Not all silver has a hallmark as the maker has to pay to put the hallmark stamp on, so you will often find handmade silver jewellery without a hallmark stamp as it's too expensive for the person who makes the jewellery to put it on. I would have thought though something like a silver basket would have a hallmark, but if it's foreign then it's possible it wouldn't. You would have to take it to a jewellers to find out for certain.
non hall marked silver can be european or american - cant be sold as silver under the UK Hallmark act (I think 1957)
