I have a vent that leads from a cupboard to outside and there's a lot of cold coming in to the house

What is the best way to seal this up? There is a pipe through the middle of this, maybe a gaspipe so I would need to work around this, Im thinking duct tape and something else?
Any clues?

Could be there to avoid condensation/mould forming. Is it a large walk-in cupboard like a pantry?
What's the size of the opening in the wall?

Thebuilder its a storage cupboard about 6.5 ft tall and two ft wide and the pipe is definitely for the gas, this comes out of a slated concrete ventilation thing similar to this but in concrete and the openings are wider, on the inside there is a wooden one.

Micky, I always worry about bunging up vents where gas is concerned.
Do you have a boiler/fire/woodburner or similar in the room?

No we have central heating.
Expanding foam in aerosol form? Supposed to fill even large gaps / holes.
ok Micky. If you're absolutely sure the vent isn't there to provide combustion air for an appliance, then expanding foam would do the job ........... injected between the vent louvres.
I have exactly the same thing !
There is a sliding adjustor which you should be able to Open or Close the Vent with, use that to close the Vent !

Redman mine is concrete so doesn't have a sliding mechanism just the winter cold creeping in, but thanks anyway.
I used a sheet of wallpaper and stuck it around with sticky tape years ago, and we have gas and open plan interior.
I'm wondering if there was a boiler in that cupboard at some time? Especially as the gas supply enters at that point. The vent would have been necessary then.
