in future or are the roots of a tree this age pretty static now? How drastic can root removal be for an Ash without killing the tree? Any advice appreciated.

think you may need to consult a tree surgeon - on site he can assess the situation properly.

Definitely a tree guy to advise on this Shrub.
I can tell you how to remove the roots (on your side) and install a root barrier, but I can't say for sure how the tree will be affected................. except that there's probably enough root on the other side for it to be ok.
