I've got a stupidly tall (indoor) Yukka which is very ugly with no leaves from halfway down the plant - can I cut it down? will it sprout new growth?

root it on the stem. Wrap some damp moss and clingfilm round the stem halfway down. The plant will root into this, then cut it off from the root and pot it on. The root may sprout as well, giving you two plants.
When you buy these plants abroad you are told to put in water for 2 weeks. Do you put into soil from then?
