When is it safe to hang out my Hanging baskets (East Suffolk)?

After the frosts are finished. My Mum told me May is a good time so I shall do them over the Bank Holiday probably. (I'm in Essex)
The longer you can leave the growing protected under glass or wind-proof the larger the plants will grow.

It's still too cold for perrenials - especially nights.
