Is there a right and wrong time to cut a hedge?

I am not a gardener and I dont know what type of hedges they are, but they are over grown and we plan to just lightly trim them back with little hand cutters.

I cannot afford to leave it really without getting complaints, but will me cutting it at this time of year spout complaints from neighbours that I will kill their hedge by cutting it now, even with a light/lazy trim.

I can't think of any type of hedge wthat will be ruined by giving it a trim at this time of year.
