my neighbour has installed cctv unit underneath the soffit board to the rear of his house it is situated centrally to the house which is only 16 feet wide which makes it 8 feet from the boundary at this height i feel that i have a invasion of privacy issue and cannot venture out to my garden without feeling big brother is watching my every move , there is no talking to my neighbour about this as he just does not want to know, could you please advise me of my rights and which way to turn . i am a home owner as he is a council tennant should i approach the concil as they are his landlord

Several considerations:

Could he look into your garden without stretching or straining from his own property? If he could, then really there is no difference.
Is his camera connected to a recorder?

This could be considered harassment in some circumstances - you feel harassed.

Contact the council in the first instance.
ask your local police liason officer at the local police staion to come out and check to see if its intrusive, and he will guide your neighbour what he can and cant do.
and if its intrusive he can make him alter it or take it down
Or you can look at it another way..
If you are burgled then the police can use his cctv as evidence.
and any one thinking of sneaking in the back door will see it and probably try somewhere else.
And are you really annoyed at the camera or the fact he never consulted you before he put it up.
He is not interested in what you are doing in your garden, only in securing his property.
