If conditional planning permission was granted in November 2004 but the Council's notice of that permission is dated January 2006 when does the 5 year period for the development to begin run from - 2004 or 2006?

The decision notice will be dated on the day that planning permission was actually granted and the prescribed time limit commences from the date of that decision notice - i don't understand how a notice wouldn't be issued until more than a year after the decision - maybe you need to give more details about the situation?
