I'd like to buy one but don't have a fortune to spend. What should I be looking for? What kind of steam power is it not worth going below?

Don't buy the Penguin one. It looks cute but it's useless. Not enough power in it.
I would say the best make is Karcher. Basically you should buy the most expensive(thus most powerful) one you can afford, as you will always wish you had just a little bit more power.
