Can I tile over existing floor tiles

Yes you can BUT the existing tiles must be sound, any loose ones will need lifting and re gluing. Clean the tiles with methalated spirits and wire wool to remove and grease and grime (use gloves). Remember also that you may need to remove any doors that open in over the tiles and plane the bottom to give clearance.
Ask your local tile centre for advice an adhesive, I am sure BAL do such an adhesive, they also do a quality tile cleaner.

Why man.....just rip the old one's off, what happens if you want to change the next one's and so forth, your room will get increasingly smaller!!!!
