When I moved in to my home it had a Combi boiler with no cold water tank in the loft. Do the regulations require that I should I have a tank there to feed the toilet system or am I OK to use mains feed?

You dont need a Header tank at all. They are usually only found on older installations now and fresh mains water is always better than horible luke warm stored water that is full of germs and nasties. Your toilet should and will have a family air gap to stop any cross contamination, so do not worry about it.
