Is it OK to grow lobelia seedlings for hanging baskets in groups of 3 or 4 seedlings together? Could it be more - or should it be single seedlings only?

It depends what size pots you are growing them in, but the general rul of thumb is to prick seedlings out to about 1 inch apart in a box when handlable before hardening off or put individual seedlings into 3-4 inch pots if growing in the greenhouse.
