Broom plant

I had 2 broom plants (cyticus) a red and a yellow flowering one. they are both 6 years old. The yellow flowering one died this spring. the red flowering plant did not flower at all this spring. It is large and spindly with a lot of old wood and good coverage of green leaves. Since it did not flower this year does it mean it will not flower again. Time to dig it up???
