You don't say whether they're bare metal, painted, or anodised. If they're bare metal and oxidised, try WD40. If they still look dull and pitted, use a wet Brillo pad. But don't use any abrasives on painted or anodised frames.

May sound daft but a paste of mud and water wipe it on on leave for a few mins then wash off good for stainless steel too
