How do you paint over tiles, I know that you have to first prepare the tiles otherwise the paint just scratches off but prepare with what?

First clean the tiles with a weak detergent and then wipe with cellulose thinners to remove any grease. Apply a plaster primer to the tiles you want to paint and allow to dry for 48 hours. Finally paint the tiles with tile paint (available from DIY stores) or a liquid gloss.
You apply a weak acid to destroy the glazing. Then a base is applied to neutralize the acid. A primer is applied and finally a glaze. To get an even coat, you need to spray the glaze on. Not usually a do-it-yourself job.
