What Could Cause The Ceiling Above My Shower To Be Caving In And Dripping?

I'm on the first floor, so I was thinking maybe it's due to a leak from my upstairs neighbor, as their shower is directly above mine, or, because I don't have a fan in the bathroom, it could be from the steam.

I would suggest the former. Quite common for upstairs shower leaking after a few years passing. Cracked silicone etc.
you need to speak to upstairs neighbour PDQ before he joins you in your shower !
If you're renting let your landlord know and also see your neighbour above.
first thing is speak to the neighbours and see if they shed some light,
