Fine sanding is probably the only way to ensure a clean and fresh surface. Boring bit - make sure the surface is thoroughly cleaned to remove any dirt, grease, or other things that might affect the final varnish. If sanding lightens the wood to a degree that does not satisfy you, try a semi-transparent stain before using an oil-based varnish.
Wallpaper paste mixed with sugar soap makes a very good varnish remover on old wood, be sure to wear protective gloves and wash off with water. The wall paper paste keeps the mixture in place and remains wet longer. You could also consider treating the wood with an oil product rather than varnish, consult your local decorating shop rather than the large DIY stores for the best type.
