How to remove Black (dried) damp stains from hard plasterboard please.
Sugar soap or sandpaper or something else.
Suggestions please.

That should have read ' from hard plaster' not plasterboard.
I think you will need to 'blank' it out with a special paint designed for this task - B&Q sell it but I don't know the name.
I'd apply something like this

I appreciate your suggestions.
B&Q do a sealer ... like a stinky gloss off-white paint. Ruddy stinks, it does!
310 a tin. Use that. Fungicidal wash first.
