Painting over picked off paint in childs bedroom.

I painted my sons bedroom a couple of months back and only started to notice he's been picking at the paint above the radiator.

I have tried to repaint over it but there is always this layer showing up where the paint isn't even. Is there a way to get it to an even finish without having to strip a wide area? So far I've used a roller, paintbrush and paint pad and you can still see this 'island' on the wall.

To get a flat surface to paint over, you will have to fill the depression. Use either a quick setting polyfilla or decorators caulk using a flat bladed tool. If the depressions only small I use a stanley knife type blade.
