Lino floor problem

The Lino floor covering in my kitchen has started to rise in the center as if air is trapped underneath. The lino is sitting on a concrete base.

What could cause this
How do I resolve the problem

may even be damp-
rising damp-unlikely, but maybe a burst underfloor pipe in that area--or even a spillage from eg washing machine in the room
put a small pinhole in the lino there and you will discover what it is
