How can I remove satin sheen paint from a leather settee

Try Nail Varnish remover, put a bit on some cotton wool and try it on a part of the settee you can't see to make sure it doesn't damage the leather, if it doesn't damage it wipe over the paint stain and it should come straight off.

Is satin sheen paint water based?

If so, wouldn't it come off with soap and water?

It will depend on how old the paint stain is. As the paint dries it becomess less soluble. You could try a non-corrosive paint stripper or cellulose thinners- this may work but test it first.
