Bio (biological) washing powder has a biological catalyst (enzyme) to help digest the grease in your clothes. Non-biological doesn't. In theory bio powder should get your clothes cleaner, but it is a skin irritant, and shouldn't be used if you have ezcema. A lot of people are also allergic / sensitive to biological powder (me included!) Andy.
