I have a similar sort of garage with flat roof.

I had the roof replaced last year - it cost me 120 all in. The excess on my house insurance is 250, so it would have been pointless claiming.

If you have no excess, phone the insurance company for advice.
We had a roofer bloke come round to quote to fix a leak in the flat roof on our extension. This was also just after the winter storms.
The bloke said -'I can replace the whole roof for 600 quid. I'll give you a quote that says -repairs to storm damage- that way you can get it on the insurance - for that amount they won't question anything, they'll just pay it. He was right.
We had to pay the excess, but it worked out we got a new roof less than 100 quid.
I tried to claim for a flat roof leak a few years back, the insuramce company checked the weather over the last 2 months which confiemed there had been no conditions worthy of causing the damage so wouldn't pay for the repairs, certainly worth asking the question though as there has been a lot of bad weather over the last couple of months
