Fishmate Pond Pump

My fishmate pump every now and then refuses to start in the morning. To overcome this I open the casing take out the impeller and move the one way arm towards the middle allowing the impeller to move freely and it starts. Does anybody know if I can glue the arm into position or remove it
altogether ???
