When we re-turfed our garden, we were advised not to rotovate it, as it would create more work than we bargained for.

We took up the old turf, levelled over some top soil & compacted it down 'walking the plank', then laid the new turf. Our new lawn looked very nice, level & lush afterwards.

If by removing the old turf you do not have a firm level surface on which to place the new turf then rotovating the ground might be an idea but personally I would hire a lawn stripper from HSS and that way the gound underneath will be level. Remember your grass will only grow as well as the soil underneath it. Do make sure the soil is firmed well before laying any new turf. As a general guide when laying new turf 2/3rds of your time should be spend in preparing the ground the other 1/3rd actually laying .
You do not say why you are replacing the old turf. If it is because of weeds, be aware that neighbouring lawns will spread weeds into a perfect lawn in a very short time and you may be back to square one. If that is not the problem, I apologise for interfering.
