One of my bedrooms is above the garage and has been noticeably cooler than other rooms in this weather. Has anyone any ideas how to insulate the interior garage roof?

The same way you insulate the rest of the house - with Rockwool, fibreglass or Celotex - as much of it as you can stuff between the joists. You will have to do it from below by removing the double-skin of plasterboard which you presumably have up there at the moment - then replace the plasterboard with 2 new layers afterwards. Plasterboard is as cheap as chips.

Just a point further to Buildersmate suggestion.
If you do remove the ceiling and replace it yourself remember to use plasterboard at least as thick as what is presently fitted. Also the seams in each layer should not coincide and each layer must be fully nailed separately.
