I have a friend who very successfully propogates fuschias by taking cuttings - usually a bit earlier in the year. Haven't heard of any grown from seed.
They will grow from either but cuttings are normally taken as from seed they are very variable. Breeders will grow them from seed for that reason but the ratio of plants worth keeping is very low
I never had any probs taking cuttings from fuschias, I find if you put the cutting in water for about a week or until roots appear, then set it in a mixture of sand a compost it will work.
