I think Bicarb of soda is good for things like this.
Try white vinegar in a spray bottle See item 5: http://frugalliving.about.com/cs/tips/a/blvinodor.htm
Neutradol carpet deodoriser. Sprinkle, leave, hoover up.
Is it a dog or cat ?
It is just possible that your child is not guilty. The backing of some carpets do give off an odour which to some is not unlike that of urine, in which case it is not just a localised matter. If you already know of a spot (nose to the floor perhaps) then try treating it but if that does not cure the problem then lift the carpet say at a corner and sniff the backing. Foam backing is particularly prone to this question.

I agree with Karl, some backings do smell but if the carpet is fairly new then chances are it's not a foam back carpet, especially in a hallway. Treat the carpet with really hot water and soap suds, clean in the direction of the pile of your carpet. That said the urine may have gone through to the rubber underfelt and there is not really a cleaner for that, ask your local carpet shop for a 1metrex1metre sqaure of underfelt and replace it.
