Hi dannig - Like many others, I have an interest in American history but do not presume to be any sort of an expert.
From my reading I have the impression that the Civil War left deep divisions within communities still felt to this day. Not only north v south but many in the north resented being forced into a war they would have preferred to avoid.
I visited Atlanta,Georgia in the late 1960's and noted with interest that many public buildings still flew the 'stars and bars' as well as the state flag.
The early 1860's anti-conscription riots in New York make for interesting reading and, in themselves, nearly tore the Union apart.
Atrocities, such as Andersonville, seem to have been carried out by both sides and have left scars.
Probably the best outcome of the Civil War is its lesson to the rest of the world that any civil war leaves scars that can centuries to eradicate.
So, in answer to your question, I would say the impact of the civil war on the civilian population was as devastating as any before or since. Take a look at Iraq if you really want to know.
