Some people like to build rockets as a hobby and test them, but is it legal to test them and launch them even in your back garden ? What if one accidently hit a plane ?

you are going to be civlly and criminally liable for any reasonably forseeable damage that occurs and quite likely to be invaded by america
It is not illegal per se to test or launch a rocket from your back garden, but in all countries these practices are well regulated. The governing regulations depend on the size and power of the rocket.
