It was established by Charles I in 1635 as a public service under royal monopoly. It was already known by the end of that century as the General Post Office (GPO) which it remained until 1969. Rowland Hill established the penny post in 1840, where letters were pre-charged by weight. The Penny Black and the Twopence Blue were the world's first postage stamps.
