If you buy an item and COA comes with it ,do you have the right to contact the COA firm that issued it and Can you have them tell you what the particular number on the COA relates to ?

I wouldn't place any great trust in certificates of authenticity issued by that firm anyway.
The address on the website is just a 'virtual office' (= 'accommodation address'). Checking the ownership of the domain name (and then using Google Street View) seems to show that it's actually run by someone from their home address in Bexleyheath.
There's absolutely nothing on the firm's website to indicate how that person has acquired any expertise in authenticating signatures and the firm's client list has been left blank.
Further, the website offers authentication by email. Any properly trained handwriting expert would need to assess the pen pressure at different points in a signature in order to establish its authenticity; that simply can't be done from a scanned signature.
