Why did the Japanese decide to bomb Pearl Harbour?

The Japanese saw Pearl Harbour as the pinnacle of American Military supremacy in the Pacific and they thought a catastrophic blow would force America out of the region leaving it free for the Japanese to continue their expansion into the Far East.

Unfortunately for the Japs, the vast majority of the Pacific Fleet was at sea, so although they sank 3 capital ships at PH (plus damaged 30 odd smaller ships) most of the fleet survived and it was not the knock out blow the Japs hoped for. http://www.historylearningsite.co.uk/pearl_harbour.htm
