I'm playing as Barcelona and have been able to sell a player but how do I BUY players from other teams?

in manager mode, you have to wait until it is transfer season. the transfer window opens during the month of january and during your offseason. when it is the transfer season, you place a bid on the player you want. offer a little bit of a higher transfer fee than is requested so the other club will be more inclined to accept your offer. and don't be fooled into thinking that a double bid is better than a single. it actually doesn't do anything and just wastes one of your bids.
