I wouldn't be in the least surprised if it turned out to be the ruling class; it usually is.
The Incas were self-sufficient. They conquered the coastal area of Chimor & seized its irrigation system. They extended their control into Ecuador, and up to 13 million people came under Incan rule. All palaces, wealth, land & possessions remained in the hands of the male descendents, and as each area was conquered, the women were expected to produce material from wool and the men worked on the land and in building. Their area totalled about 3,000 miles. The Incas were finally invaded by the Spanish Conquistadors. Much of their gold was plundered, & religious artefacts were burnt. The only people who received benefits from the farming output of the Incas, were the Incas themselves and any Indian fractions who were allowed to live and stay under Incan rule.
