Odin... crossword?
probably Odin, but the first god was Buri, if that counts as being a creator god; his son was Borr, and Borr had three sons, one of them Odin.
although Ymir was around before Odin and he helped create the gods by suckling on the great primeaval cow auohumla. Ymir was a giant though, not a god, but Odin and his brothers turned Ymir into Midgard (earth) from his lifeless body after they had slain him.

It was Odin and his brothers Vili and Ve who created the earth,lakes,mountains,stars (and dwarves!)
