Bought a Notebook Accessory kit for my Dell Latitude Laptop, USB hub and light work but optical mouse won't. Can someone tell me why and how to go about getting it to function. It says it's a plug and play.

From memory, some of the Dell's don't have a lot of power on their USB ports. Have you tried just using the mouse on its own?

Thanks for your suggestion, yes I have, still no joy. The only other way would be to uninstall the mouse on the laptop but I don't really want to do that. Thanks anyway.
If the mouse "lights up" when plugged into your lappy, it's probably not a power problem. Either way, I'd plug it into another machine and see if it works. If it does, try going into device manager and seeing what it says under "mice" when it's plugged into your laptop.

If it's a power problem, a mains-powered hub might sort out the problem, but kinda defeats the original point!
