I think the simplest way would be to layer rectangular cakes together until you have the basic fish tank shape. Cover with bluesugar paste, then trin the edges and coners with a thin strip of grey sugarpaste ( to look like the edges of the tank)
Then just cut out some plant and fish shapes from brightly coloured sugarpaste and stick on the blue areas Do a couple of 'floating' plants for the top and maybe a little fish head or tail stuck on top to try and give that 3-d effect.

It's when you're trying to describe thingd like this that you realise how hard the 'words only' format it - It would have been so much simpler if I could just have drawn you a picture!

Good luck.
This is what I meant - picture shows it perfectly

Yinyan thanks for that, looks a good one, but possibly wont look anything like it when finished lol.
How about a fish tank jelly? Preferably use a (clean!) goldfish bowl, make the jelly up using lemonade and lots of fish sweets (you know fishy fish etc). You could start with green jelly then mix it with yellow then end up with yellow. You layer it up by putting in some jelly with a few fish sweets, leave it to set then add another layer etc. If you do it all at once the fish will all either float to the top or sink to the bottom, layering it means that you can have fish all the way through. You could put some of those rainbow drop things at the bottom to represent pebbles.
I remember the cake and I beliebve to make the glass sides you melted foxes glacier mints and atched them to pastry surrounds i think i have the receipe at home if still needed
