Or do you mean what is vodka made from?

Most vodkas are made from grain. This is (briefly) 'malted', then mixed with water and fermented so that the sugars turn to ethanol (an alcohol). The resulting mash is then distilled to concentrate the alcohol, and then carbon filtered to remove impurities.
