Try buying a bay tree and let it die - I know this sounds silly but I did the same thing and the leaves just dry up and you have a store of leaves.

any indian grocers. they have bulk bags of most herbs and spices and are generally very cheap.

You can buy them in a much larger container than in the supermarkets at any Cash and Carry, I got mine from Costco
