I cannot see the problem here as if the photograph wouldn't identify the woman involved and also everyone is aware of the appearance of the area involved.
I must say I cannot see what all the fuss is about.

Secondly, what other stuff might a man who takes secret pictures up teenage girls skirt do?
Thirdly, i would imagine if you were the girl involved you May well think it a "big deal" as it's a sexual assault.
However, i can't see the appeal that those sorts of pictures might give someone

Sqad. You really need to give that another thought. If a man is doing that to a young teenager he's not normal and possibly dangerous.

What else is he doing? What is looking at those photos doing to his mind and where will it lead him?

You can't just dismiss and ignore. He needs to be caught and investigated.
