I think it depends on whether the food that is brought here from outside EU is cooked or not. Cooked food would have killed most of the bugs/organisms/fungi/parasites hence should not pose a problem. However uncooked/dried food would still carry parasites/fungi/organisms which if introduced to our environment may be the cause of diseases or in some cases contribute to the wiping out of indigenous species of the above. I refer to Bush meat from africa which in most cases is uncooked and in dried form and carry a host of living forms natural to the african environment but alien to ours.
