iv just made myself acup of tea, and it has like a film layer of water on the top i see this often when i have a cup of te, my milk isnt of any ideas what it is?

Could it be chalky water?
probably the water in your area... try using/buying a filter kettle - they're not that expensive and seem to do the trick where i live. I had the same thing when I made hot drinks in general.
it won't be as bad if you use fresh water every time you boil the kettle - reboiled water under goes some chemical rection that i can't remember the name of which causes this and also the metallic taste you sometimes get
I always find tea made in the cup has a film on it, but made in a pot it doesn't. Much more economical to make a pot full, each bag makes more than 1 cup of tea!
Make sure you stir straight away when you pour in the just boiled water. Oh and descale the kettle?
