Yes. My son's school (primary) runs it for Year 5/6. I guess it depends on having the staff willing to run it!
It must depend on the school - we were never taught it in school
Contact the Road Safety Officer of your local council. If your school doesn't do training they will tell you who does.

No. It's disgusting. I'm 17 and am now too old to take a cycling proficiency test although I cycle regularly. I am forced to ride on the pavement because riding on the road I would fear for my life.
