What about getting some A5 flyers printed & deliver them door to door. You can usually pay the local free paper to deliver them with the paper or, just deliver them yourself.
Or what about putting a poster up at some local primary schools, with the schools permission of course.
Take your fliers to local businesses too, where the women employed there might need child care. Also talk to people who might use child care vouchers from employers, see how your agency might get known by them.
I'm a bit puzzled that you're asking for basic advice about advertising your agency. Didn't you research your possible market before you decided to take on a business? I wonder why you hadn't worked out the suggestions you've been given. Hope you succeed - don't want to sound like a killjoy.
I know little about this industry except that it is heavily regulated - as Lucca says ha ve you done all the homework and ha ve the right statutory recognitions. If you google "starting a childcare business" a lot of things come uo - tis looks particularly relevant:

For ideas to start feveloping the business you should talk to a small business advisor to get some ideas. There are varying views about the effectivness of this lot, but they can point you in the right direction. http://www.businessli....uk/bdotg/action/home

You should also talk to your local chamber of trade or commerce.
Sorry - typing is rubbish but I think you can get the points....

Parish magazines are often useful. You could also try local networking organisations (eg Chamber of Commerce, BNI etc)

You can hire the services of a advertisement company. There are a number of advertising companies providing creative advertisement services for a cheaper price. Some of the advertising products such as inflatable billboards, barrier covers, vinyl graphics can easily get the attention of people. They are also cheap and can be customized depending on our request. Take a look at these vehicle wraps http://www.picturethisad.com/new-orleans-la-vehicle-wraps-graphics.html , it can effectively advertise your business. All the best for your business.
