Police raid flat below me, can I find out what's happening?

Long story short, this is making my life miserable and I need some advice. My partner and I are on a part-rent/ part-buy scheme through housing association as we couldn't afford to buy a home outright, so we own 40%. Somehow we have ended up sharing an apartment block with council housing tenants (we were under the impression that the whole block was shared-ownership). We're having terrible trouble with the resident below us who causes so much noise and was verbally abusive the other day when I politely asked him to turn his music down. To make matters worse, there was a Police raid on the other flat on the floor below (only 2 flats on each floor), at 6:00am this morning. They kicked the door in and were shouting and slamming doors for over an hour. Now good on them I say. If something dodgy is going on, then absolutely they need to sort it. But do we have any rights to find out just what is happening down there? I've just phoned the HA to report it and they hadn't heard anything about it. This is the second time this flat has been raided in the 9 months we've been living there. I can't help but feel we deserve to know what's happening on our own doorstep. And why haven't the HA kicked this guy out yet? It's not fair on the other residents to be putting up with this. The poor people living below this bloke have a newborn baby. Any help?

The tennats won't be council housing tenants(not that there is anything wrong with being a council tenant) as the block you live in is not council owned.They will be HA tenants.
You have no legal reight to information about any police matter involving the neighbours just because you live in the same block.

No, there is nothing wrong with them being council housing or HA and I didn't realise I had made it sound that way. I don't mean to tar everyone with the same brush, but from our experience these people have been less than friendly or considerate.
Many of the Housing Associations have a clause in the rental agreement about tenants behaviour. I should try and find out if the tenants in your block have such a clause - it may also he in your agreement with them. If there is, get after the Housing Association big time. Very often theyalso have and Anti-social behaviour Officer, so get onto them and complain. Is there a residents association in operation, if so can they help to bring pressure.

Two raids in nine months sound OTT to me so give the HA a hard time.
